1. EDUCATIONAL INVESTMENTS
First, decisions are made to balance the educational investment requirements and investment resources for an education that is suitable for the nation's circumstances, then educational investments are programmed and produced. Thus, the situation and objectives at various educational levels are defined by development plans on the one hand and directed by education councils on the other. Using the results of these efforts, the existing stocks of the educational structure in the country are assessed and general and local distribution of the need for educational structures are identified. Educational investments are performed through the following stages;
Planning Investment recommendations of the Ministry of National Education are
prepared by each unit on the basis of investments types such as projects,
vehicle purchases, machinery-equipment, external project credits, large
repairs, construction-installation. The investment allocations mentioned
in the investment program may only be used for these purposes. It is a prerequisite for the selected land to be saved for educational investments in the urban developmental plan. If the land is out of the developmental plan boundaries or if the location of the school has no developmental plan, approval of the Ministry of Public Works must be obtained as "The land is suitable for school building from the viewpoint of general settlement plans". If not owned by the Treasury, the land is transferred to the Treasury through expropriation, purchasing or assignment. The SPO Undersecretariate is presented an offer for the construction of a school whose land is provided in order for the construction to be included in the investment program, and other documents are prepared within the program implementation year. After the documents are complete, the Ministry of National Education holds a tender for the work. The offer may not include projects without a definite land. The SPO Undersecretariate programs the investments in line with the development
plan targets and performs characteristic and cost control, as well as
indirectly participating in the identification of needs Projecting Some projects also include the estimations and measuring prepared by the provincial organizations. But during the preparation of essential estimates for the tender, it is found that the existing ones are incomplete and that new estimates are required. Based on the assumption that a further estimation shall be more than the project value in the investment program and this in return shall require a new offer to be presented to the SPO Undersecretariate to increase the project value, tenders are generally based on project value. This causes liquidation of the work because the work cannot be completed for a price of 30% of the tender value. Execution (Performance) The regional and provincial coordination councils ensure the coordination so that the projects included in the annual programs are performed within the defined period in conformance to principles, policies and measures, and monitor the project at regional and provincial levels. These activities of the investor organizations are tracked with quarterly reports. It is essential to complete the projects that are ongoing during the construction period. Operation-Maintenance-Repair For the estimation, tendering, inspection and acceptance procedures of
large repairs, the Department of Investments and Installations is responsible,
whereas small repairs are made by the schools themselves. On the other
hand, large repairs are sometimes performed by the revolving fund operations
of industrial technical education schools, using the existing facilities.
