National Education At The Beginning Of 2002

 

1. EDUCATIONAL INVESTMENTS

The Ministry of National Education, the State Planning Organization Undersecretariate and the Ministry of Finance are responsible for planning educational investments. These organizations identify employment policies using strategies in conformance to the development plans and educational investment requirements and resources.


First, decisions are made to balance the educational investment requirements and investment resources for an education that is suitable for the nation's circumstances, then educational investments are programmed and produced. Thus, the situation and objectives at various educational levels are defined by development plans on the one hand and directed by education councils on the other.

Using the results of these efforts, the existing stocks of the educational structure in the country are assessed and general and local distribution of the need for educational structures are identified.

Educational investments are performed through the following stages;
1- Planning
2- Programming
3- Projecting
4- Execution (Performance)
5- Operation-Maintenance-Repair
6- Evaluation

Planning
The weight of the education sector within the general plan strategy and sectoral strategy defined by the State Planning Organization Undersecretariate is reviewed and the related units of the Ministry of National Education identify the investment principles and targets, the needs for educational investment are addressed and planned separately according to type and level. Thus, principles of educational investments are identified in advance.

Programming
Educational investments are performed within the framework of an investment program. The educational investments to be executed by the Ministry of National Education are identified by the units and presented by the Research, Planning and Coordination Board to the State Planning Organization (SPO) Undersecretariate in the form of "investment recommendations". Feasibility of the recommended investments is decided upon after negotiations with the SPO representatives and this decision is delivered to the Council of Ministers and the Turkish Grand National Assembly through the channel of the Supreme Council of Planning in order to be included in the annual investment program.
In the annual investment recommendations for the coming year prepared each year at project level by the Ministry of National Education are included the projects that have a preparation period of more than 4 months and that require additional expenditures, besides the progressing and new works, grouped under such headings as project number, project title, characteristics, commencement and completion dates and expenditures.

Investment recommendations of the Ministry of National Education are prepared by each unit on the basis of investments types such as projects, vehicle purchases, machinery-equipment, external project credits, large repairs, construction-installation. The investment allocations mentioned in the investment program may only be used for these purposes.
Secondary education investments are defined at project level, primary and Pre-primary education investments are defined as collective projects.

Primary and preschool education investments are given a project number and their allocations are provided collectively. The procedure followed when using these allocations is different from the other works because of the participation of provincial private administrations. Educational buildings have priority of land provision, and information and documents about the land must be ready for the physical investment to commence.

It is a prerequisite for the selected land to be saved for educational investments in the urban developmental plan. If the land is out of the developmental plan boundaries or if the location of the school has no developmental plan, approval of the Ministry of Public Works must be obtained as "The land is suitable for school building from the viewpoint of general settlement plans".

If not owned by the Treasury, the land is transferred to the Treasury through expropriation, purchasing or assignment.

The SPO Undersecretariate is presented an offer for the construction of a school whose land is provided in order for the construction to be included in the investment program, and other documents are prepared within the program implementation year. After the documents are complete, the Ministry of National Education holds a tender for the work. The offer may not include projects without a definite land.

The SPO Undersecretariate programs the investments in line with the development plan targets and performs characteristic and cost control, as well as indirectly participating in the identification of needs

programs. However, as landowner, the Ministry of National Education is the main department to prepare the requirements program.

Projecting
A major part of the educational investments are performed by type project implementations. The type projects currently being used for educational investments are prepared and implemented by the MNE.

Some projects also include the estimations and measuring prepared by the provincial organizations. But during the preparation of essential estimates for the tender, it is found that the existing ones are incomplete and that new estimates are required. Based on the assumption that a further estimation shall be more than the project value in the investment program and this in return shall require a new offer to be presented to the SPO Undersecretariate to increase the project value, tenders are generally based on project value. This causes liquidation of the work because the work cannot be completed for a price of 30% of the tender value.

Execution (Performance)
The department of Investments and Installations is responsible for carrying out estimation, tendering, inspection, acceptance and realization of the physical execution of educational buildings. The new educational project numbers in the investment program are tendered by the Department of Investments and Installations on the basis of project value, after the list of investment projects is issued in the Official Journal.

For repair work using the allocation saved from the annual budget, tendering, inspection and acceptance procedures are performed for those having priority based on general criteria.

The regional and provincial coordination councils ensure the coordination so that the projects included in the annual programs are performed within the defined period in conformance to principles, policies and measures, and monitor the project at regional and provincial levels. These activities of the investor organizations are tracked with quarterly reports. It is essential to complete the projects that are ongoing during the construction period.

Operation-Maintenance-Repair
Educational investments that have definitely been accepted by the Department of Investments and Installations are opened for service. For repair work using the allocations saved from the annual budget, tendering, inspection and acceptance procedures are performed for those having priority based on general criteria. For maintenance-repair demands of schools, sometimes assessment is made in-place and sometimes an estimation report is prepared.

For the estimation, tendering, inspection and acceptance procedures of large repairs, the Department of Investments and Installations is responsible, whereas small repairs are made by the schools themselves. On the other hand, large repairs are sometimes performed by the revolving fund operations of industrial technical education schools, using the existing facilities.
